The Quail Motorsports Gathering
Community Service Area (CSA) 25
County Service Areas (CSAs) were established in the early 1960s in response to infrastructure expansion outside cities and into rural, unincorporated parts of counties, which strained county budgets and limited their ability to provide effective services.
County Service Areas (CSAs) are special-purpose local government service providers established under California law to deliver services that a county itself doesn’t fully provide to unincorporated communities.
In 1963, when the County developed the Quail Lodge area, the County approved a request to designate the area as a special district known as CSA25. The district boundary encompasses Valley Greens Drive and all Quail Lodge streets, including Valley Knoll Road, Fairway Place, Valley Greens Circle, River Place, Poplar Lane, and Lake Place. Current membership includes 3 separate HOA’s (Carmel Valley Townhouse, Quail 8, and Quail Homeowners Association) and Quail Lodge. A CSA 25 Advisory Committee represents each organization. The committee meets twice a year and is open to the public. This committee oversees financial planning, manages maintenance projects as they arise, and maintains a relationship with County representatives who also serve on the committee.
To support transparency and communication, the committee developed a long-range plan to articulate current thinking, financial decisions, and future projects affecting CSA25 infrastructure. This plan is subject to changes and updates as situations change, which affect our infrastructure. Please view the current plan HERE.
